M_filter 1 is the Mouse Filter in Options > Mouse. This only applies to 17, but what is the harm in ensuring your mouse isn't screwed up? If you are on Windows 10, you really MUST use m_rawinput 1 in the console (enter it once and it automatically saves to your cfg) otherwise mouse movement is really messed up.
When your FPS is above 100 movement gets screwed up (most noticable is taking much longer to recover from the movement speed cooldown after you land a jump) I would use your normal -freq 120 or -refresh 120 but it is best to use fps_max 101 in console (enter it once and it automatically saves to your cfg). One is enough (either one) but using both won't make your monitor melt.
